His Majesty's Consul General et Canton reports that railway has been cut in three places and considers that troops from Hong Kong may be required for defence of Shameen at an early date. His view is that their presence there would be sufficient to ensure that no at- tack would be made on the island. I agree, and would point out that owing to facilities of communicating with Hong Kong by water there is very little danger of troops being cut off, and that their presence to protect Brit- ish concession can hardly be regarded as constituting
intervention.
I would therefore ask that decision in your tele- gram No. 126 be reconsidered.
If not possible, necessity of evacuating concession becomes a contingency which cannot be ignored,
